Patsy Gay Occhiato, 61, passed away April 14, 2005, in Pueblo, Colorado. Survived by her son, Jerry D. Webb of Pueblo; grandchildren, Carissa Carr, Cassie Webb and Brandon Webb; sisters, Connie (Troy) Studer of Idalou, Texas and Shyree Rawlings of San Angelo, Texas; brother, Jackie (Gloria) Payne of Mineral Wells, Texas. Preceded in death by her parents, Carlos and Zola Payne; and daughter, Kimberly Gay Carr. Patsy was born December 15, 1943, in Pecos, Texas. Patsy served as Housing and Human Services Director for Pueblo County Government and served on many boards. Her accomplishments and contributions to her community are extensive. Her passion for helping those in need is legendary. Always going beyond the expectations of her job, Patsy was highly instrumental in developing effective, cooperative working relationships with the City and many non-profit agencies in Pueblo. Everyone loved Patsy's Texas 'drawl;' her ready smile; sense of humor and fun; and easy, friendly way of dealing with people from all walks of life. Visitation, Sunday from 1:00 to 5:00 p.m. at Montgomery & Steward Funeral Directors, in Pueblo, Colo. Recitation of the Rosary, 7:00 p.m. Sunday and Funeral Mass, 1:30 p.m. Monday, April 18, 2005, with The Most Reverend Arthur N. Tafoya as celebrant. Both services at the Cathedral of the Sacred Heart, 11th and Grand, in Pueblo, Colo. Viewing Wednesday at Pecos Funeral Home in Pecos, Texas.   1. Patsy will be missed dearly. Her optimism, tireless energy and genuine kindness are inspirational.

  2. I am a friend to the Webb/Carr family. Patsy surely is in Heaven with Our Lady, and her daughter and grand daughter. It is sad when anybody dies, especially good loving people like Patsy who always put everybody else before herself. I KNOW there are angels among us. And Patsy earned her gold wings in life and in death they will shine for an eternity. My respect to her son, Jerry Don, who I have lost contact with. I miss Kim (her daughter and Jerry’s sister) so much as well as Carissa. These three women were loving, unique and are all in Heaven together now. May the Good Lord rest their souls. God Bless the Webb/Carr family.
