E. Don Payne, born in Haskell, Texas, died on May 7, 2020 at the age of 85 in Pueblo, Colo. He is survived by wife, Lyndl; son, Tom; daughter, Donna and their families.

During his early years he worked in a series of public sector department head positions. Titles included Director of Parks and Recreation for the cities of Aurora, CO, Las Vegas, Nev., and Foster City, Calif. Between 1980 and 1986 he worked with the Western Nevada Agency of the Bureau of Indian Affairs in the planning and development of natural resources on Native American lands throughout western Nevada. He consulted with the US Department of Defense on a program that developed policy and guidelines for consolidation of recreation areas and services with the US Navy. From 1973 to 1996 he maintained a Nevada based landscape architectural practice.

Don was a member of the National Recreation and Parks Association, the Nevada, California, and Colorado Recreation and Parks Societies, the Las Vegas, Carson City, and Minden, Nev. Rotary Clubs, and the Foster City, Calif. Lions Club.
He enjoyed playing guitar and singing. Don was physically active throughout most of his life and was a Judo enthusiast.

Celebration of his life will take place at the family home in Pueblo, Colo. at a later date.
